Steel. Iron is a poor choice for weapons when steel is available. It's harder, but much more brittle. For definitive rule documentation, I can only give you a couple circumstantial things though. First is the creating magic items section which has the sentence, " When worked like steel, it [mithral] becomes a wonderful material from which to create armor and is occasionally used for other items as well." Also there's the is the Major Creation spell.
