Agreed. But it does bring up an interesting scenario. An uninformed publisher may think that through AEG's SPYCRAFT, the VP/WP system is OGC. So they would do everything proper, including citing the source in Section 15 of the OGL in their product, unaware that it is actually illegal and off-limit, due to the improper text.
