Is it still fair use to *reference* those works, the same way an author could reference any work in any piece of writing?
Wizards has gently discouraged the use of page numbers when referencing its works. They prefer you use the chapter/section title, but don't have any means to enforce this.And for pretty darn good reasons. Look at all the folks who have gotten burned referencing page numbers, only to have revised editions of the PHB, DMG and MM come out. Ryan Dancey was farsighted in recommending that policy. Too bad that WotC wasn't more strict enforcing it on themselves.
