The Rokugan material includes OGC, although anything originating in OA is Closed Content. There are exceptions, however. For instance, there's a Feat in OA that is (by the nature of OA) not OGC. However, this same Feat appears in AEG's Mercenaries *as* Open Content. So there's something screwy over that as well, probably resulting from the lisencing involved. But, for clarity, from "The Open Game Content" on page 220 of Rokugan: "AEG's intention is to open up as much of the book Rokugan as possible to be used as Open Game Content (OGC), while maintaining Product Identity (PI) to all aspects of the Legend of the Five Rings Intellectual Property." It then lists PI as name identity and setting elements, indicating OA elements are closed content with the exception of those elements that *are* part of the SRD. It's a little convoluted, but easy to understand when you step back and think it through. You are also asked to contact them (via a specific individual's email, not a generic contact email) should you wish to use the OGC and need help clarifying any uncertainty you may have. I also have Monsters of Rokugan, Magic of Rokugan, and Way of the Samurai.
