Yes. For example, our company will have to deal with at least
6 months overlap between the first appearance of XFree86 v4
on distro CD's and the time when the last major distro (your
pick) abandons XFree86 v3.

Hmm, trying to accomodate mistakes at all costs is equally 
doomed. Certification of Linux distros and putting effort
behind LSB might be just a s futile, but it is a straight 
way to failure atg least.
