Enemy death conditions were not being checked after spawning the spawn-on-death
enemy, having both the effect that it wouldn't die, and that the engine never
noticed that there were no hero-targettable enemies left.
Now enemies like that (that would die instantly) are not spawned at all. I
believe this is the correct behaviour.
Opening bug 641 for the other thing you mentioned, which I think might be a
bug.
