With an announce list setup and running, if it's not inconvenient to
maintain then don't change anything. How many are subscribed to
announce? If it is a small number then you may consider your effort is
not worthwhile.

I wouldn't recommend a project "creating" an announce list today as you
can get the same result from existing resources, eg github tag feed.

Do you run a script to bump versions, tag and announce each release? If
you are manually remembering steps, then start automating.

You should not treat major and minor releases any different, a release
is a release, those maintaining packages only care about what is the
newest release for a project. Not having a release announcement only
allows an update to be overlooked.

While I don't see a need to duplicate release announcements to *-dev
lists, it does provide a starting point to reply with build issues, as
well as grouping release issues under one common subject. No replies
offers a level of certainty that no issues exist. Do you get any replies
to announce for build fails?

I would suggest adding the github release feed link to the readme for
those that don't want to sign up to a mailing list. Maybe remove the
announce list if you want to discourage new subscriptions.
