David, I was just thinking that some kind of committee/group/community could be formed to manage the OL decisions, so your WMF example here is very opportune. A project like OL succeeds only inasmuch as it has an active community, and that is what we are struggling with now. At a recent conference I met with library techies who are interested in OL and some of whom use its APIs rather heavily. They, too, have a strong interest in the direction of OL. So there seems to be a potential community (or a confluence of potential communities).
Note that there are IA activities that are very intertwined with OL, in particular the library lending program. However, I'm not sure what the exact relationship will be after the transition is done, so that's a bit of information that I'm missing. For me it brings up the question of the degree to which OL can change independently of IA. I think we need a meeting with IA folk.
