Fines apparently mean nothing to NJ drivers....I have lived here over 50 years, and I can usually count on one hand the number of people I encounter on the Garden State Parkway and NJ Turnpike that are neither on their cell phone, nor speeding, nor both. Actually, the law is written so that you actually have to be doing something else wrong for them to pull you over and cite you for using your cell phone. Perhaps an "inhibitor chip" (i.e. radio frequency jammer) built into the car's ECM that turns on when you start your car would solve the problem.
(P.S.
