What does the big balancer look like? I bought a 70 350 off eBay a year or so back and it has a weird looking balancer that has a 3/4" "lip" that extends beyond the pulley, is this a W-31 balancer?
Is there any other way to identify a W-31 engine?

That sounds equipped alot like the one I have here. It has the W 25 hood and air cleaner, 4 speed, all the suspension stuff, etc. But no balancer and a couple other pieces that keep it from being a true W 31.
