Time file can be added&updated each time package is published into the 
repository, won't it be better ?

Denis, an about the TIME file for MirMon, is it possible to add

perl -e 'print time, "\n"' > /path/to/openmandriva/TIME

in crontab.hourly? (so that the TIME file is reachable at the root of 
openmandriva mirror, ie ftp://mirror.yandex.ru/openmandriva/ )
