By default rpm uses wget to download sources, as wget is easy and simple tool
for simple downloads, also it does not bloat build chroot like curl does.
Are you sure that rpm in cooker uses external wget? Or you mean that ut
uses its internal implementation?
The thing is that in theory rpm5 should be able to download sources from
Internet without any external tool; however, this functionality became
broken since some time in cooker and ROSA. Not sure what is the state of
the art in cooker now, but in ROSA we have simply "resurrected"
old-style urlgetfile macro
(https://abf.io/import/rpm/blob/rosa2012.1/rpm-5.4.10-turn-back-urlgetfile.patch).
Though this solves only small part of the problems. For example, you
still can't query remote packages like 'rpm -qip
http://mirror.yandex.ru/rosa/rosa2012.1/repository/x86_64/main/updates/rpm-5.4.10-27-rosa2012.1.x86_64.rpm'.
