Not exactly. Indeed, most known EFI installation problems have been fixed by 
now 
in ROSA, but the patch you mentioned only copies the grub.cfg file into the EFI 
partition, and also fixes error message reporting (the "ioctl error" message is 
not correct, it was always displayed like that, no matter what the real problem 
had been). But this is not enough for EFI support. The correct procedure is 
calling grub2-efi-install while the EFI partition is mounted into /boot/efi. 
Actually, the "main" patch for EFI support is this:

But there were many other pathes, concerning both EFI and non-EFI scenarios.

I'd recommend to backport from ROSA into OM some of the recent patches from the 
following projects: drakxtools, draklive-install, grub2, os-prober. I'm not 
sure 
if I can pinpoint exactly what shoud be ported (it requires detailed comparison 
between the OM and ROSA codebases), but if you have any questions about my 
patches I'll try to be of help. (I'm captainflint on ABF.)
