Yan, The Optimization Framework isn’t targeted for R1. This sounds like a placement policy, could this work be deferred to R2?

In VF-C,VNFM will send a Resource Granting request to NFVO,NFVO will make a decision according the requested parameters and return a vimid to VNFM. I think ,during above process, VF-C may call the OF service API to get the decision on which VIM can be used to deploy VNF.
