I'd like offer the community a data point to take into account during the decision making process: CIA's goal during the last releases was to make tangible contributions to the reduction of ONAP's footprint. That could only be accomplished by submitting contributions to other projects' repos. That's the reason why you see very little contributions to the oparent/cia repos.
