Portal is only disabled from the default installation. You can enable it in ONAP OOM helm overrides.
I believe that for SDC we should have normal way to login to SDC without portal, not over some hack. You will get unsuccessful logins several screens and go to where it stops. Then using your browser's web developer tools, create the cookie mentioned above.
