Yes, but also Portal broke gating - it's Cassandra instance used so many resources we had issues with Evicted pods on gating - so because of portal we couldn't have gating results for other components. And because it's unmaintained and no one felt responsible to fix that we decided to disable it by default on OOM. That was discussed on PTLs meeting

You will get unsuccessful logins several screens and go to where it stops. Then using your browser's web developer tools, create the cookie mentioned above.
