Thanks for everyone's feedback. It's nice to have a healthy discussion on
this. A couple questions/comments:

- Mazin, can you please clarify which option you were in favor of?

- Including e-mail votes: this seems reasonable, but I do think we want
to discuss in combination with timeline (see below) to avoid a situation
where two e-mail votes are sent out on the same day, and if the member was
unavailable for one week, that they aren't suspended. We also need to be
sure we know how to handle proxies with e-mail votes (ensuring that
proxies get tsc-votes emails).

- Timeline: Steve, my concern with the proposal for 2 meetings/votes
within 3 months, is that it differs substantially from the proposal in the
survey (2 consecutive meetings). While there could be "gaming" as you
noted, we might want to implement the 2 consecutive proposal and revisit
to see if it's working as suggested.

- Exception process: Lingli, thank you for the suggestion here. If there
is not a consensus in the e-mail discussion, then I'd suggest a second
vote on adding an exception clause.

Does the TSC think we are close to a proposal to vote on?

Apologies. I’ll get on this ASAP.

Jason/Steve,

I do like your modified first response as it can be applied without a
specified time interval.
The key mission of a TSC member goes beyond just a vote. It is about
active participation
in committees, forums, community discussions, etc. These characteristics
are important as
we embark towards nominations of new members. Voting is key to allow us to
conduct our
business timely given the tight deadlines Gildas is always imposing on
us:-)

Lingli,
I saw your note, and I completely understand that there are rare
situations that could
drive an exception when proxy is unavailable. Would you agree that the
current proposal does allow for exceptions
indirectly. A member will have their complete power after two consecutive
meetings, i.e., 2 weeks.
[dll] Understood. But I believe we could further improve it to include the
exception, as the two weeks exemption is an undesirable side effect that
one would like to avoid if possible, if the cause is not his/her own fault
or unavoidable from his/her side.

thanks.
Mazin

Hi Jason, All,

Thank-you for the proposal. It is rather inline with my thinking (even
though I had proposed 3 meetings, my proposal on the consequence was also
harsher and the return also harsher). I have a few suggestions.

"Any TSC member that misses two (2) consecutive meetings (add and/or email
votes)without a named proxy will be automatically suspended from TSC
membership for purposes of voting and quorum until having attended two
meetings consecutively. For avoidance of doubt, the suspended TSC member
will be eligible to vote and will be counted for quorum purposes at the
(remove second replace with third) consecutive attended meeting."

Motivation: The original text allows that a TSC member, after suspension,
can be voting again after attending only one meeting in reality, on the
second meeting which seems a little short to me.

I would like to air an alternative, as the above approach allows that each
TSC member to attend every second meeting which can risk business
continuity (even if I can’t imagine anyone taking that approach).

"Any TSC member that misses two (2) meetings (and/or email votes) without
a named proxy within a 3 month period will be automatically suspended from
TSC membership for purposes of voting and quorum until having attended two
meetings consecutively. For avoidance of doubt, the suspended TSC member
will be eligible to vote and will be counted for quorum purposes at the
third consecutive attended meeting."

Best Regards,

Steve.

Subject: [onap-tsc] TSC Attendance requirements - discussion

Hi Everyone,

To follow-up on today's discussion around TSC requirements, I wanted to
share the survey results, examples from other communities, other
considerations, and a strawman proposal.

Survey Results

The survey results on this topic can be found on slides 3-7 of this
presentation:

https://wiki.onap.org/display/DW/TSC+Meritocratic+Election+Process?preview=/25428910/33066973/TSC-Composition-Survey-Community.pdf

In summary:

- Proxies: Nearly everyone supported proxies with voting privileges

- # of consecutive missed TSC meetings before being dropped from quorum
requirements: For both elected and appointed representatives, the
majority of community responses said 2 consecutive missed meetings; the
plurality of TSC responses said 2 consecutive missed meeting, while the
majority said 2 or 3 consecutive missed meetings.

- appointed TSC members forfeiting seats if removed from quorum: results
were mixed, with the community favoring removal, and the TSC not favoring
removal

Other Communities

CNCF (Cloud Native Computing Foundation):
"Any TOC member that misses three (3) consecutive meetings shall be
automatically suspended from eligibility to vote until having attended two
meetings consecutively. For avoidance of doubt, the suspended TOC member
shall be eligible to vote in the second consecutive meeting."
https://www.cncf.io/about/charter/

Acumos (proposal only):
"Any TSC member that misses three (3) consecutive meetings will be
automatically suspended from TSC membership for purposes of voting and
quorum until having attended two meetings consecutively. For avoidance of
doubt, the suspended TSC member will be eligible to vote and will be
counted for quorum purposes at the second consecutive meeting."
https://wiki.acumos.org/display/TSC/Technical+Steering+Committee

Alex, please provide other inputs, as I wasn't able to easily locate the
ones you mentioned.

Other Considerations

As mentioned on the TSC call, the issue seems to be participation in
votes. Should the attendance requirements also cover participation in
e-mail votes (i.e. missing X votes over Y weeks)?

If removal is called for, what are the procedures (if any) for
replacement? This would seem to be very dependent on the new TSC
composition (elected vs appointed).

Strawman Proposal

So that everyone has something to throw darts at, here's one proposal:

"Any TSC member that misses two (2) consecutive meetings without a named
proxy will be automatically suspended from TSC membership for purposes of
voting and quorum until having attended two meetings consecutively. For
avoidance of doubt, the suspended TSC member will be eligible to vote and
will be counted for quorum purposes at the second consecutive attended
meeting."

motivation:
- adheres to survey recommendation on proxies, and 2 consecutive missed
meetings before removal from quorum
- as the TSC has had no attendance policy up to this point, providing a
way for "reinstatement" seems a reasonable first step. The TSC could
revisit this in 6 months after seeing if it addresses the issues. For
example, the TSC could choose removal after more than X suspensions in a
12 month period.

Please provide your input. Thanks!
