- Mazin, can you please clarify which option you were in favor of? - Including e-mail votes: this seems reasonable, but I do think we want to discuss in combination with timeline (see below) to avoid a situation where two e-mail votes are sent out on the same day, and if the member was unavailable for one week, that they aren't suspended. We also need to be sure we know how to handle proxies with e-mail votes (ensuring that proxies get tsc-votes emails). - Timeline: Steve, my concern with the proposal for 2 meetings/votes within 3 months, is that it differs substantially from the proposal in the survey (2 consecutive meetings). While there could be "gaming" as you noted, we might want to implement the 2 consecutive proposal and revisit to see if it's working as suggested. - Exception process: Lingli, thank you for the suggestion here. If there is not a consensus in the e-mail discussion, then I'd suggest a second vote on adding an exception clause. Does the TSC think we are close to a proposal to vote on? Other Considerations As mentioned on the TSC call, the issue seems to be participation in votes. Should the attendance requirements also cover participation in e-mail votes (i.e. missing X votes over Y weeks)? If removal is called for, what are the procedures (if any) for replacement? This would seem to be very dependent on the new TSC composition (elected vs appointed). Strawman Proposal So that everyone has something to throw darts at, here's one proposal: "Any TSC member that misses two (2) consecutive meetings without a named proxy will be automatically suspended from TSC membership for purposes of voting and quorum until having attended two meetings consecutively. For avoidance of doubt, the suspended TSC member will be eligible to vote and will be counted for quorum purposes at the second consecutive attended meeting." motivation: - adheres to survey recommendation on proxies, and 2 consecutive missed meetings before removal from quorum - as the TSC has had no attendance policy up to this point, providing a way for "reinstatement" seems a reasonable first step. The TSC could revisit this in 6 months after seeing if it addresses the issues. For example, the TSC could choose removal after more than X suspensions in a 12 month period.
