As explained to the AAI team, this practise appears to be related to the way that BitBucket works, in that it is very natural to create a new repository as easily as creating a sub-directory and it is very easy to manage it all from the top-level. Much of the seed code is being done using BitBucket, so the most direct translation to an ONAP contribution is simply to replicate the multiple repository structure, as that makes it easier to keep both in sync. I suspect that this practise can be mostly replaced by a single repository having multiple sub-directories, but that would require some rework on the part of the contributors.
