[Winona Online Democracy]
The concept of a cyber cafe is great! I think libraries need more
Internet connected public access PCs. The computer lab at the HRA
Community Center is great but needs better machines and many more
hooked up to the Internet. Maybe the City's Rec. Centers could have
such access.
An area I am trying to work on right now is that local government is
not legally allowed to donate old PCs to local groups - non-profits,
etc. They must be sold at auction and usually go for scrap. There
is now new software that can enable many older PCs to be web browsers,
email accessible as well as do basic PC work. Imagine all the PCs
that are replaced in all the State, Federal, School, City and County
offices in Winona every year. Being able to donate them to groups and
individuals could go a long way to reducing the Digital Divide. But,
then we will have the knowledge gap to contend with. That relates
directly to the need for volunteers and other ways to teach and mentor
those wanting to learn - be they older persons at the Senior Center or
children at the Rec. Center.
