[Winona Online Democracy]
One of Winona's biggest assets is its competitive environment for
cable modem access. I'd work to encourage these companies to provide
all Winona cable subscribers with advanced cable boxes that at least
give everyone basic e-mail access and to justify the cost they could
have an online mini-mall. If folks want full access to the web then
they could pay typical fees to access it.
