[Winona Online Democracy] It would appear than both cities and counties have no strong desire the fund or run public libraries. It would also seem to me that school districts have funds available and that the public mission to provide educational opportunities beyond "K-12" is the focus of the "Community Education Fund" which currently is provided to local school districts. It would also make sense, to me, to offer book pickup or drop off library services at locations such as outlying public schools at Ridgeway, Rollingstone or Dakota. It may also be desirable to link all public libraries so that someone in Lewiston or St. Charles would be able to obtain access to a book from an a joining school district or the Winona State library.
