[Winona Online Democracy]
This approach to funding is a step in the right direction - providing that
there is some accountability for the dollars spent, i.e. What percent
should be used for salaries of teachers? What standards should be in place
for technology for all school districts? This funding approach would take
some of the edge off the current land use plan - the part that gets
townships upset about tax base increase based on zoning for residential
buildings vs. leaving land in agriculture.
