[Winona Online Democracy]
The governor is proposing to change the education funding formula so that
the state picks up a much higher percentage of education funding (possibly
100%). His idea is to reduce property taxes and shift those taxes into
other areas such as sales taxes (possible extending the tax to clothing).
Some support the idea since it could potentially help communities that have
a smaller tax base with more education dollars and help to even out the
playing field across the state. Some fear that the money would include more
strings and state mandates.
