[Winona Online Democracy]

Back in the 1960's OSHA was created to handle work safety problems.  This
was a regulation and inspection approach.  There have been many horror
stories about OSHA's activities as well as many success stories.  There was
once a State OSHA department.  I believe that they are available to receive
complaints.  The usual problem is that there is too little consequence for
such negligent behavior.  The injured employee has recourse only to
workmen's compensation.  The compensation is pitifully small-so small that
most lawyers refuse to deal in that field.  You can regulate all you want
but unless there is some real consequence to negligent behavior, nothing
will be done.
