[Winona Online Democracy]

This is a very good question -- But a very difficult one to answer -
especially by any of us not working in the public education system.
The school staff will need to field this one.  We did this kind of
thing at the County level and it is a monumental task.
BTW- the State people should and do know the answer to #2.  Teachers
and school administrators will know about # 1.  If they can help the
kids an parents know what is mandated by State law, then the rest of
us could give opinions on what is needed or not needed.  Also the
Federal government is so involved in education laws and rules that it
is now hard to differentiate between what the State requires and what
the Feds require.
These are important questions but given what has been created in law,
rule and case law in our country and especially in this state, the
best thing would be to toss it all out and start over.
