[Winona Online Democracy]

Craig Brooks' comment on unfunded mandates has caused me to go back and
look at Steve's original question. Now I'm curious. As an 861 staff member,
I haven't seen any request from the District for ideas about how they
should respond to CFL on this.

Could any School Board or administrators comment on whether this
information is being gathered in some systematic way within the District?

Once the inventory has been taken, so to speak, I think educational staff
would be interested in knowing the results.

I'm not so sure I agree with Craig about throwing it all out and starting
over, but then I don't have an administrative perspective. As I said
earlier, my main concern is with the "unfunded" part, because my experience
has been that some mandates in which I strongly believe get addressed
ineffectively or not at all because of lack of funds.

A brief illustration: as Craig knows, I've been very involved in trying to
develop interagency communication on issues related to planning for adult
life for young adults with disabilities. This is a definite unfunded
mandate area for the schools. As far as I know, there is no educational
funding earmarked for staffing or resources to make the interagency work
happen. Therefore, there are no school staff FTE's assigned, and all school
staff involvement is on a volunteer basis, on top of whatever else a person
is involved with...so, for instance, with great difficulty, I've felt the
need this year to pull out of my involvement in this area (leaving at least
one promising project hanging) in order to stay involved with the diversity
work I'm doing (also unfunded) and stay reasonably sane. I'm not intending
to be whiny, just providing an example of how this plays out.
