[Winona Online Democracy]
Some local, quality of life issues important to me, that could be addressed
by local entities, are those that would preserve and enhance central
neighborhoods as desirable places for homeowning families to invest in. I
think traffic planning and commercial-industrial zoning are key to bringing
this about.
My particular neighborhood, close to an industrial area and busy streets, I
feel is vulnerable to "environmental degradation" from an increase in
factory noise, heavy trucks, and commuter traffic. This vulnerability
could result in the eventual change in population from the current mix of
people to mostly students and transients. Note that a rental house usually
has a yard that is cleared for parking, thus further diminishing the
aesthetics of our older neighborhoods.
Many of our central neighborhoods have commercial establishments in close
proximity to homes. A while back, the expansion of a used car lot in an east
end residential area was the occasion for city officials to say that maybe
there should be some mixed use guidelines established. I hope the city
follows up on this. Recently, one of the most well maintained houses on my
street suffered from an adjacent landscaped yard being cleared for a gravel,
flood lighted parking lot.
In planning for future traffic growth, I hope that the current truck routes
to commercial-industrial businesses are improved as the need develops. If
not, I am convinced that heavy trucks will be permitted to use the
residential
streets of their choosing to avoid bottlenecks. As for commuter and
non-truck traffic, I suppose I can't selfishly insist on having it diverted
from my street. I just wish there was the will and a way to enforce speed
limits and noise laws.
Issues pertaining to downtown preservation and development are important to
me. I hope that existing shopping, service, and entertainment establishments
are maintained and expanded. Also, I would like to see more effort improving
the looks of the riverfront areas and the many parking lots.
