My point is that the use of the motorcycle is in fact a gift.
The $1 lease payment is some sort of tax legality.
I guess I implied, and I apologize, that the Winona police
administration or individual officers would consciously neglect to enforce
laws in consideration of that gift. I do not believe that.
But last night, being in a foul mood after another weekend's
parade of mufflerless motorcycles roaring past the Law Enforcement Center, I was
wondering what it would take to actually enforce our noise laws. Then I
remembered reading about Harley Davidson giving Winona and other small town
police departments motorcycles. Could it be that H.D. Inc., which promotes and
profits from the illegal use of their products, hopes that if more officers
could participate in the great American tradition of Harley ridership, then
those officers would tend to view noise violators as "just some of my bros, out
enjoying the freedom of the road"?
