My point is that the use of the motorcycle is in fact a gift. The $1 lease payment is some sort of tax legality.   I guess I implied, and I apologize, that the Winona police administration or individual officers would consciously neglect to enforce laws in consideration of that gift. I do not believe that.   But last night, being in a foul mood after another weekend's parade of mufflerless motorcycles roaring past the Law Enforcement Center, I was wondering what it would take to actually enforce our noise laws. Then I remembered reading about Harley Davidson giving Winona and other small town police departments motorcycles. Could it be that H.D.
