To be effective in changing things, anger must be
shared. One angry voice gets annoying. A thousand angry voices gets
attention. If there is a crisis in Winona over the treatment of
bicyclists, they could organize (perhaps under an effective, articulate
leader) and change things, gaining the sympathy and support of
others. I think that's what the drafters of the Declaration of
Independence did.
