I have tested OOH323 with many simultaneous capabilities and I didn't
have
any such problems.
Can you capture the packets of the call negotiation between Asterisk and
the other gateways and send them? Perhaps analyzing the packets will
provide more information for the problem.

also I note a problem that if you allow 2 codecs like g729 and g723 on

smooth
ver 0.2 on g723 allowed ALONE just add capabilities G723 so call WORK
smooth
ver 0.2 on BOTH allowed g729 and g723 add capabilities G729A and
capabilities G723 so call DROP on one of codec
ver 0.4 / 0.5 / 0.82 on g729 allowed ALONE add capabilities G729A and
capabilities G729 so call DROP ( my case )
so what I feel when there is more than 1 capabilities added problem
appears
what test's or debug or logs may help to determine the problem more?

The debug information did not appear very informative. Have you tried
enabling only G729A on the remote Cisco gateway? I know that the Quintum
gateway only negotiates G729A (this is the only G729 flavor it supports)
but the Cisco can be set to accept only specific codecs.
However, I don't see how the addition of the G729 codec could create a
problem... Also, can you tell which side is dropping the call upon
answer?
Is it Asterisk or the other gateway? Do you have any packet captures of
the call attempts or debug from the Cisco/Quintum gateway?
