The one major gap I know of is the ooRexx prohibition about just upgrading the 
version of the package. The official RexxLA way is to perform an uninstall, 
then install the new version. That is unheard 
of in the Debian/Ubuntu camp.

There may be more administrative protocol issues, but at least this is quite a 
big one to obtain official inclusion into the official project repositories.
