I think you may want to take a look at our (unnofficial) builds on SUSE's Build 
Service:

https://build.opensuse.org/package/show/devel:languages:misc/ooRexx

These started out of necessity to re-package ooRexx for SUSE and include it 
into the official repositories for the distro (the Factory branch). It's there: 
https://build.opensuse.org/package/show/openSUSE:Factory/ooRexx .

Eventually, we started building for other OBS-supported distros, including some 
flavors of Ubuntu, Fedora and RHEL (this is Perry Werneck's homedir):
 
https://build.opensuse.org/package/show/home:PerryWerneck:pw3270/ooRexx

We basically rewrote the SPEC and DSC files and added a couple of patches so 
ooRexx would be compliant with SUSE packaging guidelines.

moving to systemd. I was told that under the new implementation, services will 
be controlled via the following syntax:

systemctl enable apache.service (enables Apache to run on boot)
systemctl disable apache.service (disables at boot)
systemctl start apache.service (Starts)
systemctl stop apache.service
systemctl restart apache.service

So I am suspicious after the change to systemd, perhaps new ooRexx packages 
that are systemd specific might be required.

Anyway, I am still interested in contributing towards Ubuntu builds.
