POM file changes for oozie version 3.1.4 having Hadoop 23 support

Oozie version 3.1.4 is being tested for running with Hadoop 23. Since it was
forked off branch 3.1, POM file changes are needed to account for the Hadoop 23
maven artifacts.
Also incorporating the changes introduced by OOZIE-667, the 'hadooplibs'
directory and its associated assembly descriptor files need to be incorporated
in this branch.
