1. Added configurability for pig.version and streaming.version (for
hadoop-streaming artifact) depending on their availability
2. Apache Snapshots Repository is required to pull in necessary artifacts
2. When compiling with Hadoop 23, jersey-server dependency should be pulled in
from upstream hadoop pom. Therefore, omitted from mr2 profile
3. When compiling with Hadoop 1.0.0, upstream hadoop-core pom does NOT specify
the jersey-server dependency. Therefore added into mr1 profile
4. Added plugin 'create-mrapp-generated-classpath' for passing unit tests using

forked off branch 3.1, POM file changes are needed to account for the Hadoop 23
maven artifacts.
this is incremental effort on branch 3.1 itself, for hadoop 23 support. It will
NOT be pushed before the official Oozie 3.1.3 release
