Summary
-------

Oozie version 3.1.4 is being tested for running with Hadoop 23. Since it was 
forked off branch 3.1, POM file changes are needed to account for the Hadoop 23 
maven artifacts. 

this is incremental effort on branch 3.1 itself, for hadoop 23 support. It will 
NOT be pushed before the official Oozie 3.1.3 release


This addresses bug OOZIE-688.
