Yeah.  This is one of the concerns I brought up.  If someone designs a
device that's a "blank", specifically with the intention of having end
users load our design, that would suck for us.  It's a loophole.

But then again, maybe we don't care.  That has yet to be determined.

Here's one way to think about it:  The IP (RTL) has value to the
business.  One kind of value is monetary--earning potential.  The
other kind is intangible in the form of brand loyalty, how much
positive attention it gets us, etc.  To some people, releasing the RTL
will cause the intangible value to go up.  In order to maximize the
value of the IP to the business, we have to come up with some way to
compare those two kinds of value, and when the latter exceeds the
former, it's time to release.
