VESA BIOS Extensions (VBE) are feasible for fairly quick turnaround for
1.x support, but 2.x gets somewhat complicated with protected mode memory
mapping, frame buffers and such. Since 2.x includes all of 1.x features,
it would be most realistic to implement 1.x completely and then add 2.x
support as time and resources permit.

My return question however is: is anyone even using VBE anymore?
