Webpack 6.3i with a service pack installed supports the 3S4000, even
though 7.1i does not. You can still download 6.3i and the service packs.

Click "Earlier ISE WebPack releases" in the right column.
I would be happy to buy the 3S4000 product, but have little use for
a 3S1500.
It's unfortunate that WebPack 7.1i doesn't include the 3S4000, but
perhaps Xilinx can be convinced to include it in WebPack 7.2i.
