I had previously done a project (motion tracking actually) where I used a 
Xilinx FPGA. Since it was an academic project, I was able to convince Xilinx 
to send me a copy of Xilinx ISE BaseX Academic version. And this was just 
some dude off the street (ie: me), not a number of engineers with a complete 
plan. And the reason for needing BaseX is that my main development system was 
Linux (this was back in 6.1 when WebPack didn't support Linux).

The question though - would an Academic license be OK for the start? Perhaps 
when the project started to go to the point it was going to be commercial you 
could go ahead and actually pay the fees for the software.It would have to be 
ISE Foundation though I guess.

Also the question is how many licenses are needed, or what sort of license?
