There are the PCI and VGA controllers, which are being developed under
LGPL, that people can contribute to.  Patrick McNamara has already
been incredibly productive in that area, although he's not a hardware
designer.

Secondly, there are opportunities to develop other sorts of hardware
for the prototype board, and people who author good, synthesizable
code for that will get a lot of attention.

BTW, I agree with everything else you said.  There won't be many
hardware designers who appear, but I expect there will be a few, and
there will be opportunities for them to prove themselves.
