Not true. I've been there quite a while and was very
surprised that even EE and CS people did not know enough
english to communicate with me. I dont expect them
to have enough english to be able to read techical manuals.
That's why Japan has it's own, Japanese only circle of
publication in those fields. Yes, it's strange and is
a bad idea for knowledge exchange, but that's how it is.
