True, but they can reprogram the BIOS via software.

A user of OGC might have: one computer, one OGC, one fixed freq monitor.
How do they reprogram the BIOS via software?

My take on it is that they have to deal with the card the same way that would have to deal with any other card, go find or borrow a monitor that works so they can configure the card to work with the fixed frequency monitor. This is not something we can fix. We can however provide a product that gives the ability to program the card to work properly from boot, unlike current offerings where you have to wait for X or Windows or whatever to load a driver. You are still going to have to have access to a supported monitor for a while though.
