In my experience, fixed function tests *must* be done at the manufacturer.  I 
recall the time when we sent palette of units over to the States to fulfil an 
urgent request, only to receive the whole lot back because someone had fitted 
a diode the wrong way round to *every* *single* *one*, and they'd shorted out 
on being powered up.  We charged them for the repairs: they'd demanded we 
skip a *lot* of our quality-control processes in order to get them out of the 
door a day and a half earlier.

However, I agree that resellers could load region-specific PROM images, and 
that would solve a lot of problems like r13n of the video BIOS, for example.  
In fact, wasn't one of the suggestions that people who have particular 
requirements should contact their reseller to get a board customised for 
them?  

Going back to the fixed frequency monitor controversy (sorry), from the 
customer's point of view it's much better to ask the reseller to set up the 
configuration they require.  That way, if it blows their monitor up it's 
clearly not their fault!  In addition, *I'd* much rather pay £5 for the 
reseller's services than pay £30 for a SPI programming board I'd use only 
once (better for the environment too).  Though I think some sort of SPI 
programming tool is definitely going to be useful, even if only for resellers 
and Hardcore Hardware Hackers.
