Aren't you using the same chip as the GP2X game console (a Conexant CX25874)? Apparently, some fan programmer of this game console claimed to drive its TV chip directly for NTSC TV-out back in november (see: http://www.gp32x.com/board/index.php?showtopic=33218 ). I think his home page is at: http://www.retrodev.info/ and he apparently agrees to send his code on request (though no download seems available). Maybe you could see if this could be useful to you?
