OHF is (ahem, I quote) "..a more formal organization to assist in the business and financial aspects.." so I'd say the OGP.

I don't believe there's any intention to use these for the actual OGP design, so the 'Traversal dual license' might be to strict. GPL will do? Non commercial CC maybe?

The discussion at 'Frame Buffer' about color depths might not be entirely relevant, and the word 'expense' is odd (but that might just be me). You also seem to imply that modern cards don't support these color palettes, while it's definitely part of VGA:
