Done. It's really the opposite of the 74138 example given, so I just adapted that test case. I don't, however, completely get it. What does the #2 mean in this line;
#2 in <= in + 1;

We might want to make sure there's a replacement for all of them, but I'll have a go at it.

Tossed out:
7401 (= 7400)
7403 (= 7400)
7405 (= 7404)
7406 (= 7404)
NOT 7407 - this has (albeit very small) a propagation delay, is it ever used for that feature?
7409 (= 7408)
7412 (= 7410)
7413, 7414, 7419, schmitt triggers won't work
7415 (= 7411)
7416, 7417 (= 7404)
7422 (= 7420)
7426 (= 7400)
7433, 7436 (= 7427) pinout difference won't matter
7437, 7438, 7439 (= 7400)
7440 (= 7420)
7441 - I couldn't immediately find a datasheet of this one, it's / that/ obsolete :) assume = 7442 NOT 7443 - again, no datasheet, don't exactly know how much output pins it has 7446, 7447, 7448, 7449 are all the same, but I don't know if there's another replacement w/o any "with x" clause so I left 7448 in the list.

And that pretty much concludes my lunchtime so I'll look at the rest tonight or something.
