Assuming this refers to the classic x86 PC i/o port 0x0EB, all the references I 
could find list 0x0E0-0x0EF as "reserved".

Subject: [Open-graphics] HELP: x86 legacy I/O space; what does 0xEB map to?

We're having a boot problem with OGD1, and we see millions of accesses
to I/O space address 0xEB.  I'm not aware of that mapping to anything
graphics-related, and we're not sure that what we're seeing on the bus
isn't bogus.  What would 0xEB map to?
