A readable version of HQ_CONTROL

It would be very useful to be able to read HQ control. I would also
like to be able to read the HQ data memory. I will probably add these
together. Reading HQ data memory is very useful for debug and possibly
also useful for adding simple accelerator functions. Reading HQ
program memory is a pain (As the type of memory instance would have to
be changed) and I'm not sure it's that useful.
I've now done both of these - 747. There is a readable HQ_CONTROL at
address 0x80 (I've left the old one in as well, so old tool will still
work).
I've also added a HQ_DATA_READ port. This reads data from the HQ at the
address indicated by the address part of HQ_CONTROL. It ignores the
select_data part of HQ_CONTROL - it always reads data memory.
