1. PCI33 is supported at the bottom bank of MachXO2-640U,
MachXO2-1200/U, MachXO2-2000/U, MachXO2-4000,
and MachXO2-7000 devices.
You can luckily get a 3.3V pci support on one specific bank (2) in few
specific devices.

And - do you really need 5V tolerance? Those ports are today hard to find.
All pc mother board looks to be 5V
None of the recent high-density components are 5V tolerant anymore.
Find some external components to translate voltages.. TI offers many of
them, if you use a dual-powered chip, you might wire the pci's VCCIO to
one side, and you 3.3v to other side of the translator.
